A Message from our Executive Director
Greetings Utah Justice Stakeholders,
This year has been one of growth, adjustment, and continued commitment to our mission of connecting and collaborating with system partners on criminal and juvenile justice policy with the goal of reducing crime and delinquency in Utah. Our team has adapted to new circumstances, and found innovative ways to fulfill our goals and objectives as outlined in our updated 2024-2027 Strategic Plan.
Whether it was facilitating the nomination process for the growing number of judicial vacancies; overseeing the statewide distribution of federal and state grant dollars; responding to the increasing demand for extradition requests; furthering program evaluations on specialty supervision programs and data analysis of prison population projections; fostering collaborations to advance the Public Safety Data Portal Initiative; creating space to discuss issues on DUI sentencing, recidivism, youth gun violence, sex offense registries, and automatic expungement; launching the Safe at Home Program; and carrying out responsibilities as outlined in justice policies passed by the legislature and Governor, we have embraced challenges and emerged stronger.
As we look ahead to 2025, we are excited to build on this momentum. The lessons we have learned this past year will guide us as we continue to evolve, ensuring that we remain responsive, resilient, and impactful.

Appointed ten judges in Fiscal Year 2024
Judicial nominating commissions help select candidates for judicial vacancies. There is a nominating commission for each judicial district, including the appellate courts. CCJJ staffs and manages the work of these independent commissions.

The Victim Services Commission was established in 2023. During this first year of establishing the Victim Services Commission, great effort and thought have gone into forming a solid foundation with stakeholder input and support. Learn more with their first annual report.
Utah Office of Victims of Crime
Established in 1986, the mission of the Utah Office for Victims of Crime is to advocate for the rights and needs of crime victims in Utah by assisting in their restoration through financial compensation and other victim services. Learn more about their 2024 highlights.
Sentencing Commission
This summary highlights the 2024 accomplishments by the Sentencing Commission which includes the Adult Sentencing, Release, and Supervision Guidelines.
Criminal Justice
This annual update of criminal justice policies builds on reports from previous years, with an emphasis on presenting data consistent with the original goals of the reforms.
Juvenile Justice
This eight annual report provides an update on juvenile justice policies that were passed in 2017 and subsequent years. A section on Serious Offenses trends is included.
Legislative Session
This summary report serves to provide a general overview of legislation that may have a direct or ancillary impact on the criminal and juvenile justice system that passed during the 2024 General Session.
DUI in Utah
The 22nd Annual DUI Report to the Utah Legislature was prepared in accordance with §41-6a-511 . The statute requires CCJJ to prepare an annual report of DUI related data.
RED Data
The Racial and Ethnic Disparities (RED) Collaborative is a branch of the Utah Board of Juvenile Justice that was created to help address the fourth core protection of the federal Juvenile Justice and Delinquency Prevention Act. Compliance with this federal act allows Utah to apply for federal funding for delinquency prevention.
