A Message from our Executive Director

Greetings Utah Justice Stakeholders,

This year has been one of growth, adjustment, and continued commitment to our mission of connecting and collaborating with system partners on criminal and juvenile justice policy with the goal of reducing crime and delinquency in Utah. Our team has adapted to new circumstances, and found innovative ways to fulfill our goals and objectives as outlined in our updated 2024-2027 Strategic Plan.

Whether it was facilitating the nomination process for the growing number of judicial vacancies; overseeing the statewide distribution of federal and state grant dollars; responding to the increasing demand for extradition requests; furthering program evaluations on specialty supervision programs and data analysis of prison population projections; fostering collaborations to advance the Public Safety Data Portal Initiative; creating space to discuss issues on DUI sentencing, recidivism, youth gun violence, sex offense registries, and automatic expungement; launching the Safe at Home Program; and carrying out responsibilities as outlined in justice policies passed by the legislature and Governor, we have embraced challenges and emerged stronger.

As we look ahead to 2025, we are excited to build on this momentum. The lessons we have learned this past year will guide us as we continue to evolve, ensuring that we remain responsive, resilient, and impactful.

Judicial Performance Evaluation Commission Update

Beginning in FY 2024, state allocation of $450,000 ongoing funding went to CCJJ to administer for the Uintah County Pretrial Services Program. Additionally, a one-time award of $150,000 was administered to Uintah from the State Bail Forfeiture program. In October 2024, the new Uintah County Criminal Justice Services Office, Uintah County Jail Opioid and specialty programs, and the Uintah County Testing Center had their grand opening!

Appointed ten judges in Fiscal Year 2023

Judicial nominating commissions help select candidates for judicial vacancies. There is a nominating commission for each judicial district, including the appellate courts. CCJJ staffs and manages the work of these independent commissions.

DUI in Utah

The 22nd Annual DUI Report to the Utah Legislature was prepared in accordance with §41-6a-511 . The statute requires CCJJ to prepare an annual report of DUI related data.

The Racial and Ethnic Disparities (RED) Collaborative is a branch of the Utah Board of Juvenile Justice that was created to help address the fourth core protection of the federal Juvenile Justice and Delinquency Prevention Act.

Public Safety Portal Update

Utah Code §63A-16-1002, delegated the Commission on Criminal and Juvenile Justice to oversee the creation and management of a Public Safety Portal (PSP) for information and data required to be reported to the commission and accessible to stakeholders. Ultimately, the PSP will be the repository for the statutorily required data described in §63A-16-1002(4). Following includes the progress that has been accomplished this past year:

Jail Data

Established data connections with Jail Systems that utilize the Spillman FLEX to enable automatic data transfer to the PSP. This automation saves time and resources, improves data quality, and enhances data security.

Prosecutor Data

Collaborated with Journal Technologies Inc (JTI) to develop a data interface that will enable automatic data reporting for the Prosecutor Agencies using the eProsecutor system.

Other Required Data

Implemented data reporting applications within Utah Criminal Justice Information System (UCJIS), a secure web application, to fulfill statutory data reporting requirements.
