Background:
Passed in 2014, Senate Bill 185 directs all Law Enforcement Agencies to document and report anytime a forcible entry is made while serving a warrant or anytime a Tactical Group is deployed to a situation that may lead to forcible entry (with or without a warrant) even if the team is not used or a forcible entry is not required, and any time a tactical group makes a forcible entry with or without a warrant. A “Reportable Incident” means:
- The deployment of a tactical group or law enforcement officers who serve a search warrant after using forcible entry or;
- A “Tactical Group” (SWAT, Drug Task Force, etc.) means: A special unit, within a law enforcement agency, specifically trained and equipped to respond to critical, high-risk situations.
